Keep in mind I don't watch that many arthouse types of movies (not due to dislike but a mix of lack of interest and lack of availability in my small city), but there are a few I've seen and enjoyed. My initial list will be small but I'll add more as people give me more ideas (and yes, I know David Lynch did some Hollywood type movies, but it's been a while. I suppose Mulholland Drive could count, but while it's about Hollywood and has a glossy look and name actors, I think it's strangeness, lack of understandable resolution and structure would turn off the average person).
Please note that I am aware that arthouse can be any genre and is pretty hard to define, but I'm just thinking of talented directors that people wouldn't think of for a big budget movie (again, Lynch might be an exception) but has the skills to bring something interesting to it.

Jim Jarmusch. I want him to shoot a Neveldine/Taylor script.

Oh, nice choice. I think his arthouse movies like Ghost Dog and Limits of Control show that he certainly has the style down, even if he uses it for more meditative stories.
